The London club have not yet given up on signing the 21-year-old midfielder, despite having two bids rejected by Brighton.
According to TalkSPORT Brighton is holding up on the same amount that Arsenal paid for Declan Rice, which is around £100 million.

Caicedo is reportedly eager to join Mauricio Pochettino’s squad.
Speaking to Ecuadoran TC Television Caicedo said: “It’s a big team, that’s true.
“A very historic team which I can’t say no [to joining] because it’s a very big, historic, beautiful team.
“The city as well is beautiful. It’s got everything beautiful.”
According to sources that are familiar with the deal, personal terms for Caicedo will not be an issue as the player is willing to come, and Chelsea will not give up until they capture his signature.
